        Fuzhou Binhai City will give priority to the construction of a multilayered and omnibearing comprehensive transport system that integrates highways, railways, rail traffic, airports and ports and optimize its infrastructures so as to fully play the role of modern transport in serving and leading the economic and social development. The implementation of the aforementioned major transport projects will enable Fuzhou Binhai City to have expressway networks consisting of “two vertical lines and five horizontal lines”, three metro lines and two express railways in the future. The connection of expressway networks with railway networks will contribute to the close link with the old urban area. Besides, Fuzhou Binhai City will also have a gateway hub airport to the Maritime Silk Road and a high-quality production and living deepwater port. Fuzhou Binhai City will form a modern highly-developed comprehensive transport system that integrates highways, railways, rail traffic, airports and ports.
 


1. Highway: constructing the highway network consisting of “two vertical lines and five horizontal lines”, and creating a living circle of the old urban area that is accessible within half an hour.
 
“Two vertical lines”
The former provincial highway 201, starting from Wenling of Changle and ending at Songxia, passing through Hunan, Zhanggang, Wenwusha and Jiangtian, with the overall length of 38km. The section from Wenling to Zhanggang Roundabout is a bidirectional and four-lane highway of Class 2, while the section from Zhanggang Roundabout to Songxia is a bidirectional and eight-lane highway of Class 1.Shenhai Complex-line Highway and Changfu Highway are on the same vertical line. The Changle Section of Shenhai Complex-line Highway starts from Langqi Bridge and ends at Guhuai Qiantang Hutong of Changle, passing through Tantou, Heshang and Yutian of Changle, with the overall length of 24.5km; it is intended to be constructed into a bidirectional and six-lane highway, with the total investment of RMB 3 billion and 50% of the quantities currently completed. Changfu Highway starts from Qiantang Hutong and ends at Zhuangqian Hutong of Fuqing Jiangyin, passing through Luolian of Changle and Yangxia and Longtian of Fuqing, with the overall length of 41km; it is intended to be constructed into a bidirectional and six-lane highway with the total investment of RMB 5.8 billion, commenced from December 2016.
 
“Five horizontal lines”
Changle Section of National Highway 316 starts from Minhou Side of Wulongjiang Bridge and ends at Changle International Airport of Fuzhou, passing through Yingqian, Shouzhan, Heshang and Zhanggang of Changle. It is a bidirectional and six-lane highway of Class 2, with the overall length of 25km.
Airport Expressway starts from Mawei Kuiqi Hutong and ends at Changle International Airport of Fuzhou, passing through Qingzhou Bridge, and Yingqian, Wuhang, Heshang and Zhanggang of Changle. It is intended to be constructed into a bidirectional and six-lane highway, with the overall length of 25km.
Changping Expressway starts from Guhuai Qiantang Hutong of Changle and ends at Songxia through Jiangtian, connecting Fuping Railway Bridge over the Sea. It is intended to be constructed into a bidirectional and six-lane highway, with the overall length of 22km, total investment of RMB 3.2 billion and 70% of the quantities currently completed.Eastern Fast Channel Phase II starts from the end point of Phase I Project, Mawei Tingjiang Hutong. The newly-built Nanban Bridge crosses over Minjiang River. The Phase II passes through Houyu and Tantou of Changle, Wenling, Jinfeng and Hunan and ends at Changle International Airport of Fuzhou, with the entire length of 25.4km and the total investment of RMB 6.02 billion. Efforts have been made to commence the construction of the Phase II at the end of this year.Southeastern Fast Channel starts from Changle Side of Daoqingzhou Bridge and ends at Wenwusha Section of National Highway 228, passing through Yingqian, Shouzhan, Heshang and Guhuai, across the core area of Binhai City, with the entire length of 20.5km and the total investment of RMB 7.88 billion. Efforts have been made to commence the construction of the Channel at the end of this year, and it will become the most important fast channel from the old urban area to the east and west of Binhai City.
 

 


2. Railway: two railways leading to Songxia Port and the airport
 
Fuping Railway under construction starts from Fuzhou Railway Station and ends at Pingtan, passing through Fuzhou Railway South Station as well as Changle Lianhuashan and Songxia Port Area and connecting Pingtan Bridge Over the Sea, with the overall length of 88.433km and the investment of RMB 24.436 billion. It will have such six stations as Fuzhou Station, Fuzhou South Station, Changle Station, Changle East Station, Songxia Station and Pingtan Station, being a double-line railway of Class I, with the designed speed of 200km/h. The section from Fuzhou to Songxia spans 58 km with the total investment of RMB 10.9 billon, which is planned to be open to traffic at the end of June 2019. Fuping Railway is an important part of Jingfutai Railway Channel. Including Fuzhou New District in the national railway network coverage area is a fast railway channel for the connection of the old urban area with Fuzhou New District, which will help the two districts form a living circle that is accessible within half an hour.

The preliminary planning study on the Fuzhou-Airport Interurban Railway is launched. The Fuzhou Railway Station-Lianhuashan Station section of Fuping Railway under construction is used to lead a railway to Fuzhou Changle International Airport from Lianhuashan Station through Heshang Station and Binhai Station, with the overall length of 17.9km.
 

 


3. Urban rail transit: speeding up the construction of Metro Line 6
 
Two new rail lines planned
Line 6 will be constructed, starting from Convention and Exhibition Center and ending at Changle International Airport through Eastern New Urban Area, Daoqingzhou Bridge, Changle Old Urban Area and Binhai City, with the overall length of 41km (including about 31km of the Changle section) and the total investment of RMB 27 billion. Efforts have been made to make Line 6 open to traffic at the end of 2020.Two new rail transit lines from the old urban area to Binhai City are planned, and the preliminary planning study has been launched currently. One is commencing and constructing a metro fast line of Binhai City to realize a through line to Binhai City from the old urban area in 30 minutes; the other is planning to add a railway transit line from the old urban area to Binhai City through Mawei.
 

 


4. Port: new life orientation of Songxia Port
Yachts and cruises planned to be introduced
Adjusting the planned functional orientation of Songxia Port gradually, and upgrading Songxia Port into a high-quality deepwater port that focuses on both production and living (cruises and yachts) instead of the current emphasis on production only so as to realize the benign interaction between the port and the city.
 

 


5. Airport: the second runway to be added to the airport
Creating a comprehensive transportation junction
The construction of Fuzhou Changle International Airport Phase II Project will be sped up, and the second runway and auxiliary airport terminal facilities will be added. The investment totals RMB 18 billion, and efforts have been made to complete the Project by 2022. After the Project is completed, it will satisfy the requirement of annual passenger throughput of 28,500,000 trips, forming the gateway hub airport to the Maritime Silk Road.
 

 


The implementation of the above five types of major transport projects will enable Fuzhou Binhai City to have expressway networks consisting of “two vertical lines and five horizontal lines”, three metro lines and two express railways in the future.
